Amends theft classification statute to make theft of a catalytic converter a class 6 felony regardless of value, rather than classifying it based on the dollar amount of the property stolen.

Maintains existing class 4 felony classification for theft of vehicle engines or transmissions regardless of value.

Preserves all existing theft definitions and penalties for other property and services based on monetary thresholds ranging from class 1 misdemeanor (under $1,000) to class 2 felony ($25,000 or more).

Retains affirmative defenses for vulnerable adult theft cases, including gifts consistent with prior gift-giving patterns and court-approved transactions.

Preserves provisions regarding metal theft inferences, trade secret protections, and sentencing restrictions for high-value property theft.
