Expands the definition of "acquiring agency" to include any person or entity with the power of eminent domain, removing the previous exception for the Department of Transportation.

Changes the requirement for state departments, agencies, boards and commissions to "shall adopt" rules implementing relocation assistance provisions, replacing the previous permissive "may adopt" language.

Requires counties, school districts, cities, towns, and other political subdivisions to "shall implement" relocation assistance through ordinances or resolutions, changing from the permissive "may implement" standard.

Mandates that acquiring agencies adopt relocation assistance rules and regulations meeting at least the minimum standards in 49 Code of Federal Regulations sections 24.201 through 24.503, rather than allowing discretionary consideration of federal regulations.
