Adds a new exemption to Arizona's seat belt requirements for newspaper delivery persons while performing their delivery duties.

Exemption applies to section 28-909, which requires front seat occupants and passengers under 16 years of age to wear properly adjusted and fastened seat belts in motor vehicles.

Newspaper delivery exemption is modeled after an existing exemption for United States postal service letter carriers performing their duties.

Maximum civil penalty for seat belt violations remains at ten dollars per violation.
