Amends Arizona school district governing board requirements to establish comprehensive anti-bullying policies addressing harassment, intimidation, and bullying on school grounds, buses, and school-sponsored events.

Requires school bullying policies to include confidential reporting procedures for students, written reporting procedures for parents/guardians, mandatory reporting by school employees, investigation processes, and formal documentation procedures.

Mandates specific disciplinary penalties for students who commit bullying violations: first offense requires in-school detention with parent participation, second offense results in one-day suspension, and third offense results in expulsion.

Requires school officials to report substantiated bullying incidents to the Arizona Department of Economic Security and allows pupils, parents, guardians, or school employees to notify the school governing board if disciplinary procedures are not imposed as prescribed.

Establishes a $50 reduction in state assistance payments per incident for parents or guardians of children disciplined under the bullying policies.
