Amends Arizona law to reclassify marijuana possession and related offenses by weight thresholds, establishing felony classifications ranging from class 6 to class 2 depending on the amount and type of offense.

Possession of marijuana not for sale: class 6 felony for less than 2 pounds, class 5 felony for 2-4 pounds, and class 4 felony for 4 pounds or more.

Possession for sale: class 4 felony for less than 2 pounds, class 3 felony for 2-4 pounds, and class 2 felony for more than 4 pounds.

Production and transportation/importation offenses carry class 5, 4, 3, or 2 felony charges based on weight thresholds ranging from less than 2 pounds to 2 pounds or more.

Requires mandatory fines of at least $750 or three times the marijuana value (whichever is greater), community restitution hours (24-240 hours depending on offense level), and drug testing as conditions of probation or release.
