Amends Arizona law to require courts to impose a mandatory 30-day county jail sentence as an initial term of probation for persons convicted of first or second personal possession or use of controlled substances if they were in violation of federal immigration law (8 U.S.C. § 1325) at the time of the offense.

The 30-day jail term cannot be deleted, deferred, suspended, or otherwise modified and must commence on the date of sentencing.

Maintains existing probation eligibility for drug possession offenses while adding this immigration-related sentencing requirement as a condition of probation.

Requires a three-fourths affirmative vote in both houses of the legislature for the amendment to become effective, pursuant to Arizona Constitution article IV, part 1, section 1.
