Adds "venture truck" definition to Arizona law: a motor vehicle with at least four wheels, unladen weight less than 1,800 pounds, designed to carry not more than two persons, and wheelbase of six feet three inches or less.

Applies various motor vehicle regulations to venture trucks including riding restrictions (section 28-892), single beam road lighting allowances (section 28-943), and rear fender splash guard exemptions for pickup trucks (section 28-958.01).

Exempts venture trucks from safety glass requirements that apply to most passenger vehicles (section 28-959) and restricts them to highways with posted speed limits of 35 miles per hour or less (section 28-966).

Requires venture trucks to display a permanent identification number on the frame approved by the director for ownership and registration purposes and prohibits their use of rights-of-way designated exclusively for bicycles (new section 28-2517).

Provides registration exemptions for venture trucks incidentally operated or moved on highways and exempts them from financial responsibility requirements when operating on unincorporated dirt roads (sections 28-2153 and 28-4132).
