AZ SB1382

Establishes a complete gift ban prohibiting principals, lobbyists, and public bodies from giving gifts to state officers, employees, and legislators, with specified exemptions for family gifts, informational materials, personal hospitality, and items of nominal value.

Creates new section 41-1231.01 defining prohibited gifts and listing 13 categories of exempted items including campaign contributions, awards in public contests, discounts offered to the general public, and professional services related to holding public office.

Modifies expenditure reporting requirements for principals and lobbyists to remove previous categories (food/beverages, speaking engagements, travel/lodging, flowers) and instead require reporting of all single expenditures over $20 made to state officers and employees.

Prohibits dividing expenditures among multiple principals, public bodies, or lobbyists to avoid reporting requirements as single expenditures.

Updates reporting provisions for public bodies and public lobbyists to include gifts to both members and employees of the legislature and clarifies exemptions for gifts to public body employees who are not public officials.
