• Amends Arizona Revised Statutes sections 36-2907 and 36-3403 to modify behavioral health service delivery and administration under the state's health care system.

• Establishes a two-year integrated physical and behavioral health care pilot program starting July 1, 2011, for adults with serious mental illness in counties with populations of at least 3 million, with voluntary enrollment and outcomes evaluation.

• Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to contract with the Department of Health Services for managed care delivery of both physical and behavioral health services under a blended capitation rate model.

• Directs the Department of Health Services to conduct a comparative evaluation of pilot program participants versus non-participants on quality, outcomes, and costs, with a report due within 120 days of program completion.
