SB 1397 Summary

• Amends Arizona vehicle emissions testing requirements to allow vehicle owners in area A to choose a tailpipe emissions test as an alternative when their vehicle fails an onboard diagnostic check or is not ready for testing.

• If a vehicle passes the tailpipe emissions test after paying a second testing fee, the vehicle owner must still pass an onboard diagnostic check within one year of the tailpipe test.

• Makes minor grammatical corrections changing "upon" to "on" and "shall" to "shall" in existing statutory language regarding inspection program administration and test conditioning modes.

• Extends motorcycle emissions testing exemptions to apply statewide (area A and area B) rather than only in area B.

• Changes onboard diagnostic check requirements from mandatory ("shall be required") to permissive ("may be required") for certain vehicle classes in area A.
