Amends secondary property tax provisions for county free library districts, county jail districts, juvenile detention facilities, and public health services districts

Beginning in tax year 2010, limits annual levy increases to the rate of change in the county's levy limit under section 42-17051, rather than allowing unrestricted levies up to statutory caps

Establishes that levy limitations increase automatically each year to the maximum permissible amount regardless of whether districts actually collect that amount

For districts established after December 31, 2009, bases levy limits on the initial approved levy rather than prior year amounts

Changes mandatory language to discretionary for county free library districts ("shall" becomes "may") regarding annual levy authority
