Amends Arizona law to grant county attorneys authority to take evidence, administer oaths, issue subpoenas for witness testimony, and conduct depositions during investigations of unauthorized alien employment violations.

Authorizes superior courts to issue subpoenas duces tecum for production of business records upon county attorney request, but only after reviewing affidavits establishing reasonable suspicion of a violation.

Establishes procedures for subpoena service by personal service or certified mail, and allows employers to file motions to quash or modify subpoenas in superior court.

Makes confidential investigation proceedings exempt from Arizona's public records disclosure laws (Title 38, Chapter 3, Article 3.1).

Applies subpoena authority provisions to both Section 23-212 (knowing employment of unauthorized aliens) and Section 23-212.01 (intentional employment of unauthorized aliens).
