Amends state trust land lease provisions for agricultural and grazing purposes to establish ten-year lease terms without public auction.

Requires the state land department to provide at least sixty days' notice before nonrenewing an agricultural or grazing lease and inform lessees of their right to appeal.

Allows lessees, mortgagees, and lienholders to appeal nonrenewal decisions to the board of appeals within thirty days, with the commissioner bearing the burden of proving nonrenewal is in the best interest of the trust.

Provides that if the board of appeals does not approve nonrenewal, the matter returns to the commissioner; if approved, the decision is final but subject to judicial review under title 12, chapter 7, article 6.

Applies the ten-year lease term provisions to new leases and lease renewals occurring on or after the bill's effective date.
