Allows a city or town to annex territory that is completely surrounded by the city or town, or bordered on at least three sides, if the landowner has requested that the federal government take ownership or hold the territory in trust.

Requires annexation approval by a majority vote of the city or town's governing body.

Makes the annexation immediately final upon the governing body's approval vote, bypassing other procedural requirements in existing annexation law.

Designated as an emergency measure that becomes operative immediately upon passage.
