Amends Arizona Revised Statutes sections 48-5103, 48-5121, and 48-5122 relating to the regional public transportation authority in counties with a population of 1.2 million or more.

Transfers responsibility for developing the regional public transportation system plan from the authority board to the regional planning agency, which must coordinate with state and local public transportation operators and the regional transportation plan.

Removes the requirement that the regional transportation plan include land use goals and renumbers the remaining plan elements accordingly.

Eliminates the board's authority to modify the regional public transportation system plan and removes the requirement for public hearings to approve plan modifications.

Changes administration of public transportation fund monies from the authority to the regional planning agency's fiscal agent.
