Establishes a tribal government representative as a member of the State Transportation Board in addition to existing district-based representatives.

Adds one representative from a tribal government to the board composition alongside the current structure of representatives from transportation districts based on population.

Exempts the tribal representative from the five-year residency and taxpayer requirement that applies to district-based board members.

Maintains existing appointment procedures by the governor for six-year terms, with all appointments subject to section 38-211 of Arizona Revised Statutes.
