Requires grand juries to notify in writing any person under investigation and advise them of their right to present evidence to the grand jury.

Changes the definition of indictment so that grand juries present indictments to the prosecutor rather than to the superior court.

Directs that indictments, presentments, and returns from state grand juries be returned to the prosecutor instead of to the assignment judge.

Clarifies that grand juries shall hear evidence at the request of a person under investigation, and establishes procedures for counsel representing that person during testimony.

Permits the attorney general to prosecute state grand jury indictments in the same manner as complaints under criminal procedure rules.
