• Amends section 8-512 to require the department to coordinate payment for services through private insurance plans when a child is placed in out-of-home care, and prohibits parents or guardians from canceling insurance coverage for the child.

• Adds section 8-513(D) to prohibit the agency or division from requiring or recommending participation in activities as a condition for reunification.

• Amends section 8-514 to require the parent or guardian of the child at the time of removal to decide placement unless the department determines it is unsafe, with written notification required within two business days if placement is denied.

• Requires the department to place children in middle or high school in the parent's or guardian's school district unless a safety risk exists, with written notification and appeal rights if a different placement is selected.

• Applies the same school district placement preference to elementary school students unless a safety risk or lack of transportation exists.
