Urges the U.S. Congress to enact health care reform that does not provide superior services or benefits to members of Congress compared to the general American public.

States that members of Congress currently receive premium health care benefits through the Federal Employees Health Benefits Program (FEHBP) covering hospital, surgical, physician, mental health, and prescription drug services, with the federal government paying up to 75% of premiums.

Notes that members of Congress receive additional benefits not available to other federal employees, including on-site pharmacy services, reduced-cost military hospital care, and free medical services at the Capitol.

Requests that Congress ensure all Representatives and Senators enroll in any new government-run health care plan and not be permitted to exclude themselves from a general health care plan available to all Americans.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President, congressional leadership, and Arizona's members of Congress.
