Urges the U.S. Congress to enact health care reform that does not provide superior services or benefits to members of Congress compared to the general American public.

Notes that members of Congress receive comprehensive health benefits through the Federal Employees Health Benefits Program (FEHBP) with the federal government covering up to 75% of premiums, while millions of Americans remain underinsured or uninsured.

Points out that Congress members receive additional benefits unavailable to other federal employees, including on-site pharmacy services, reduced-cost military hospital care, and medical services at the Capitol.

Requests that Congress enroll all Representatives and Senators in any new government-run health care plan rather than allowing them to exclude themselves from coverage available to the general public.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President, congressional leadership, and all Arizona members of Congress.
