Proposes amendment to Article IV, Part 2, Section 23 of the Arizona Constitution regarding transportation passes for public officers.

Clarifies constitutional language by replacing "from any railroad or other corporation" with "other than as such transportation may be purchased by the general public" to modernize outdated railroad-specific language.

Maintains prohibition on public officers accepting or using passes for transportation, with exception for National Guard members traveling under orders.

Directs legislature to enact laws enforcing this constitutional provision.

Requires submission of proposition to Arizona voters at the next general election.
