Amends Arizona Constitution to replace the elected Secretary of State position with duties assumed by the Lieutenant Governor, effective with the term beginning in 2015.

Modifies Article V, Section 1 to remove Secretary of State from the list of executive department officers and establish a ticket system where gubernatorial and lieutenant gubernatorial candidates from the same party run together in general elections.

Changes gubernatorial succession order so the Lieutenant Governor (instead of Secretary of State) succeeds to the governorship in case of death, resignation, removal, or permanent disability.

Repeals the prior constitutional amendment (Proposition 100 from 1991) that had established a different executive department structure.

Requires the Secretary of State to submit this constitutional amendment to voters at the next general election for approval.
