Encourages support for animal control agencies in reducing the homeless animal population through spaying, neutering, and establishing no-kill facilities.

Supports the spaying and neutering of animals fund established under Arizona Revised Statutes section 28-2422.02 to provide low-cost sterilization services for dogs and cats.

Encourages county, city, and town pounds or shelters to become "no-kill" facilities by 2020.

Directs consideration and use of inmate labor to assist in implementing spay and neuter services and no-kill facility initiatives.

Requires the Secretary of State to distribute copies of the resolution to county boards of supervisors and the county supervisors association.
