Proposes a new Article XXXI to the Arizona Constitution limiting acute care services under the Arizona Health Care Cost Containment System (AHCCCS) to individuals under 18 years of age.

Repeals sections 36-2901.01 and 36-2901.02 of Arizona Revised Statutes relating to AHCCCS eligibility.

Amends section 36-2981 to redefine "member" eligibility for the children's health insurance program, capping income limits at 201% of the federal poverty level beginning January 1, 2011.

Requires the Legislative Council Staff to prepare conforming legislation to align Arizona Revised Statutes with these constitutional changes for consideration in the 50th Legislature's first regular session.

Directs the Secretary of State to submit these propositions to voters at the next general election as separate ballot measures.
