AZ SCR1031

Proposes constitutional amendment to Article IX, Section 23 of Arizona Constitution regarding initiative and referendum measures.

Requires that any initiative or referendum measure proposing mandatory expenditures of state or political subdivision revenues must provide an increased revenue source sufficient to cover all immediate and future costs.

Prohibits the increased revenues from being derived from the state general fund, general fund of any political subdivision, or reducing general fund revenues.

Allows the legislature or applicable legislative body to reduce expenditures to match actual funding if the identified revenue source fails to fully fund the mandated expenditure in any fiscal year.

Requires the Secretary of State to submit this constitutional amendment to voters at the next general election.
