Proposes amendment to Article IX, Section 21 of Arizona Constitution to exclude revenue from public-private partnership agreements from community college district expenditure limitations.

Adds "any amounts received by a community college district during a fiscal year as revenue derived from a public-private partnership agreement entered into by the district" as an exemption to local revenues counted against expenditure caps.

Community college districts remain subject to expenditure limitations based on 1979-1980 baseline adjusted for student population changes and cost of living, but revenue from qualifying public-private partnerships would not count toward these limitations.

Requires voter approval through statewide general election as provided under Article XXI of Arizona Constitution.
