Proposes constitutional amendments to change how Arizona's chief justice and superior court presiding judges are selected and their terms of office.

Changes the chief justice from appointed by the supreme court to elected by qualified electors, with separate designation and election from other judges in counties with two or more judges.

Establishes that presiding judges of superior courts with two or more judges shall be elected by county voters to four-year terms rather than appointed by the supreme court.

Modifies the merit-based appointment system for other judges by excluding chief justices and presiding judges from the commission appointment process, with those positions to be filled "as otherwise provided by law."

Requires the Secretary of State to submit the proposition to voters at the next general election for approval before the constitutional amendments take effect.
