SCR 1048 - Parents' Bill of Rights Act

• Proposes amending Arizona Constitution to add Article II, Section 36 establishing parental rights including education decisions, upbringing, discipline, moral/religious training, and health care for minor children.

• Grants parents right to access and review student records including attendance, test scores, grades, disciplinary records, counseling and psychological records, and health/immunization information.

• Requires written parental consent before biometric scans, mental health screenings, immunizations, or medical procedures on children, and prohibits collection of blood or DNA information without prior written consent.

• Mandates governmental entities develop grievance procedures to address violations of parental rights and requires prompt notification to parents if employees suspect child abuse, neglect, or criminal offense.

• Exempts law enforcement and child welfare employees acting in official capacity and excludes conduct that violates state law; requires voter approval and submission to general election ballot.
