Submits to voters a measure relating to photo enforcement systems for speeding and traffic violations under title 28 of Arizona Revised Statutes.

Requires photo enforcement zones to display warning signs at least 300 feet before the system, with additional signage requirements including speed limit signs within 6 feet for systems authorized by section 41-1722.

Establishes that photo enforcement systems can only issue citations for speeding violations when a vehicle travels at least 11 miles per hour faster than 85 percent of vehicles on the highway, with minimum speed limits determined during nonpeak daylight hours under good weather conditions.

Sets civil penalty for photo enforcement violations at $165 with revenues deposited into a photo enforcement fund for administrative costs, with excess monies over $250,000 per quarter transferred to the state general fund.

Prohibits violations detected by photo enforcement from being used to suspend or revoke driver licenses, except for commercial driver license holder abstracts submitted to the department of transportation.
