Prohibits public officers, employees, and contractors from lobbying the legislature on behalf of their public agency, department, board, commission, or political subdivision.

Prohibits spending of public resources to lobby the legislature, with exceptions allowing agency officials to appear before legislators if called for expert testimony or if providing information without recommendations.

Allows elected bodies to meet with legislators during open meetings without restriction.

Permits public officers and employees to communicate with legislators on their own behalf in a private capacity if not compensated by their public employer for that time.

Authorizes the Attorney General or any person to bring court action to enforce the prohibition, including injunctions and restitution, with attorney fees awarded to the prevailing party.
