Claims sovereignty for Arizona under the Tenth Amendment to the U.S. Constitution over all powers not delegated to the federal government.

Demands the federal government cease and desist from imposing mandates beyond its constitutionally delegated powers, effective immediately.

Calls for prohibition or repeal of all compulsory federal legislation that directs states to comply under threat of penalties or sanctions, or that requires states to pass legislation to receive federal funding.

Directs the Arizona Secretary of State to transmit copies of the resolution to the President, Congress, and state legislative leaders across all states.
