Establishes state photo enforcement system using cameras to enforce vehicle traffic and speed violations under title 28, chapters 3, articles 3 and 6.

Requires photo enforcement systems to be placed at least 600 feet from speed limit changes, with warning signs at least 300 feet before the system and posted speed limit signs between warning signs.

Prohibits issuing citations for speed violations detected by photo enforcement unless vehicle is traveling at least 11 miles per hour over the posted speed limit, except in school crossing zones.

Sets civil penalty for photo enforcement violations at $165 and requires at least 35% of remaining revenues (after expenses) to be used for law enforcement purposes by local authorities and deposited to public safety equipment fund by state.

Specifies that photo enforcement violations will not be considered for driver license suspension or revocation, except for commercial driver license holders who must have records transmitted to the department.
