Prohibits school district and charter school personnel, equipment, materials, buildings, or other resources from being used to influence election outcomes, with exceptions for budget override and bond election informational reports and official governing board actions.

Prevents school district and charter school employees from distributing written materials to students to influence elections or advocate for/against pending legislation, and prohibits using position authority to influence subordinate employees' voting or political activities.

Bans school districts from spending money on memberships in associations that attempt to influence election outcomes.

Requires the attorney general to publish and distribute detailed guidelines on prohibited activities to school districts and charter schools.

Authorizes the attorney general or county attorney to sue for violations in superior court, with civil penalties up to $500 plus restitution of misused funds; establishes that collected penalties go to the attorney general's office or county treasurer based on who initiated prosecution.
