Amends Arizona Revised Statutes Section 40-360.06 regarding the Power Plant and Transmission Line Siting Committee's authority to issue certificates of environmental compatibility.

Makes minor grammatical corrections by replacing "upon" with "on" and "which" with "that" in existing statutory language.

Clarifies that the committee's consideration of additional factors under federal and state laws is subject to new subsection E limitations.

Prohibits certificates of environmental compatibility from being conditioned on applicants negotiating with or working with trade associations representing union workers.
