Amends Arizona Revised Statutes Section 36-2912 to modify the healthcare group program requirements for small businesses and public employers under the Arizona Health Care Cost Containment System (AHCCCS).

Reduces the minimum number of eligible employees required for employer participation from two employees to one employee, and allows sole proprietors to participate in the healthcare group program.

Maintains the maximum employee threshold of fifty eligible employees and existing enrollment requirements, including the 100% enrollment mandate for employers with five or fewer employees.

Preserves all existing provisions regarding preexisting condition exclusions, creditable coverage calculations, premium setting based on actuarial review, and mandatory reporting requirements to the legislative budget committee.

Continues restrictions on enrollment growth (limited to 5% annual increase) and requires priority enrollment for uninsured employer groups in the healthcare group program.
