Amends Arizona Revised Statutes section 28-2354 to prohibit applying coverings, substances, electronic devices, or electrochromatic film to license plates that obscure numbers, characters, year validating tabs, or jurisdiction name unless authorized by the department.

Prohibits use of any covering or device that may prevent peace officers or photo enforcement systems from identifying vehicles.

Establishes a civil penalty of $30 for violating the license plate obstruction prohibition, increasing to $100 if a violation occurs within 12 months of a prior violation.

Clarifies that peace officers cannot stop or cite drivers solely for violating license plate obstruction requirements without reasonable cause to believe another motor vehicle law violation has occurred.
