Amends Arizona Revised Statutes Section 15-1402 regarding community college district organization requirements.

Removes outdated language "the provisions of" from the statute regarding how community college districts may be organized.

Maintains existing minimum requirements for organizing a community college district: primary assessed valuation of at least $448,017,200 and minimum population of 40,000 persons age 15 or older.

Preserves annual adjustment mechanism for minimum valuation requirements beginning in fiscal year 1993-1994, based on percentage change in total primary assessed valuation for districts with populations under 500,000.
