Amends section 41-511.22 of Arizona Revised Statutes regarding the Arizona State Parks Board's trail systems plan.

Requires the board to prepare and revise a comprehensive trail systems plan at least once every five years that identifies trail routes, assesses physical condition and usage, and establishes policies for trail development and maintenance.

Directs gifts, grants, and donations received for the trail systems plan to be deposited in a separate account of the state parks enhancement fund established under section 41-511.11.

Authorizes board use of enhancement fund monies for matching state funds up to the amount of cash, materials, and labor from other sources for trail planning, acquisition, maintenance, and operation, with administrative expenses capped at 20 percent of total account monies.

Defines "trail systems" as coordinated systems of trails within the state of Arizona.
