Amends Arizona Revised Statutes Section 15-443 regarding the formation of new common school districts in unorganized territory.

Corrects grammatical error by changing "Set forth the boundaries" to "Sets forth the boundaries" in the petition requirements for forming a new common school district.

Maintains existing requirements that petitions must be signed by parents or guardians of at least 10 pupils who are residents of the proposed district and reside more than four miles from any existing school district schoolhouse.

Preserves provisions requiring common school districts formed after July 1, 1988 to levy taxes at rates not less than those prescribed in Section 15-971, subsection B, paragraph 2.
