Amends Arizona Revised Statutes Section 5-602.01 regarding rules and civil penalties for gaming violations.

Changes the deposit mechanism for civil penalties collected by the department of gaming from "transferred to the state treasurer for deposit" to "deposited, pursuant to sections 35-146 and 35-147" in the state general fund.

Maintains existing civil penalty amounts: up to $5,000 per day (not to exceed $25,000 total) for certificate holders, or up to $500 for rule violations not constituting grounds for certificate revocation.

Preserves the department's authority to consider seriousness of violations and financial impact when determining penalty amounts.

Preserves the attorney general's authority to file actions in superior court to recover civil penalties at the director's request.
