Amends Arizona Revised Statutes Section 23-781 regarding unemployment benefits eligibility for athletes and aliens.

Athletes whose services consist substantially of participating in sports or training for sports cannot receive unemployment benefits during the off-season if there is reasonable assurance they will return to perform services in the next season.

Unemployment benefits based on services performed by aliens are only payable if the alien was lawfully admitted for permanent residence, lawfully present for purposes of performing the services, or permanently residing in the United States under color of law at the time services were performed.

Requires uniform application of data collection and information requirements from all applicants regarding alien status to determine benefit eligibility.

Establishes that determinations denying benefits based on alien status must be made only upon a preponderance of the evidence.
