Amends Arizona Revised Statutes Section 8-162 to correct references to the effective date of the nonrecurring adoption expense program statute.

Changes outdated language "the effective date of this article" to the specific date "September 27, 1990" in two locations within the statute.

Maintains the existing requirement that applications for nonrecurring adoption expenses must be approved and agreed to before the final decree of adoption is entered.

Preserves exceptions allowing reimbursement after adoption finalization for decrees entered between January 1, 1987 and September 27, 1990, or for expenses paid after January 1, 1987 on earlier decrees.

Establishes a December 14, 1990 deadline for filing applications for adoptions finalized between January 1, 1987 and September 27, 1990.
