Amends Arizona Revised Statutes Section 11-604 regarding county fiscal management and fund administration.

Allows county boards to create and manage a salary fund for paying salaries of officials and employees, and fees and mileage of jurors.

Authorizes county boards to establish a sick pay fund and transfer sufficient amounts from the expense fund to compensate officials and employees absent due to illness.

Requires budget units to report hours of sick leave earned and absences due to illness as part of payroll procedures, with sick leave compensation separately identified in county accounting records.

Permits county boards to create and manage other necessary county funds for proper transaction of county business.
