Amends Arizona Revised Statutes section 11-903 regarding city or town participation in county library districts.

Corrects terminology by changing "free county library district" to "county free library district" for consistency with title 48, chapter 24, article 1.

Allows incorporated cities and towns to join a county library district by notifying the board of supervisors and becoming entitled to library benefits.

Allows incorporated cities and towns to withdraw from a county library district at any time by notifying the board of supervisors.

Requires governing bodies to publish notice once weekly for three consecutive weeks in a newspaper of general circulation before joining or withdrawing from the district.
