Amends Arizona Revised Statutes § 11-251.02 to expand powers of county boards of supervisors regarding contracting for constable services at fees lower than statutory amounts, except for services exclusively authorized by law for the sheriff.

Authorizes boards of supervisors to enter into agreements pursuant to § 15-1637, subsection G, paragraph 1 regarding nonprofit corporations that govern hospitals affiliated with the University of Arizona.

Suspends the Arizona Board of Regents' authority, governance, and responsibility over nonprofit corporations governing University of Arizona hospital affiliates for 18 months from the effective date of the act.

Grants nonprofit corporations governing University of Arizona hospital affiliates full authority and governance over those hospitals during the 18-month suspension period.

Declares legislative intent that hospital boards operated by these nonprofits ensure hospitals operate exclusively for charitable, scientific, and educational purposes supporting the University of Arizona and its College of Medicine.
