Amends Arizona Revised Statutes Section 26-174 to modify conditions for establishing the Arizona State Guard.

Changes the trigger for establishing the State Guard from requiring the National Guard to be called into active federal service or alerted for federal service to allowing the Governor to establish it at discretion for safety and protection of citizens and their property.

Requires members of the Arizona State Guard to take an oath to uphold the United States Constitution.

Allows appropriations made to the National Guard to be used for establishment and maintenance of the Arizona State Guard when the latter is established.
