Amends Arizona Revised Statutes section 41-1022 regarding notice requirements for rule making, amendment, or repeal by state agencies.

Changes terminology in subsection C from "regular mail" and "telefacsimile" to "first class mail" and "fax" respectively.

Removes the word "to" before the phrase referring to persons who have requested notification of all proposed rule makings.

Maintains existing requirements that agencies notify interested persons by first class mail, fax, or electronic mail when filing proposed rules with the secretary of state.

Preserves existing 30-day waiting period after register publication and supplemental notice procedures for substantial rule changes.
