Amends Arizona Revised Statutes section 41-1026.01 regarding emergency adoption, amendment, or termination of delegation agreements.

Clarifies that agencies cannot use emergency procedures if the emergency situation was created by the agency's delay or inaction and could have been prevented through timely compliance with public notice requirements, unless failure to act would result in imminent substantial peril to public health, safety, or welfare.

Specifies that emergency delegation agreements are valid for 180 days after filing with the secretary of state and may be renewed for up to two additional 180-day periods if the agency determines the emergency still exists and has begun the required public comment process.

Makes technical corrections to the definition of "emergency" by replacing the word "which" with "that" and removing the word "and" in the context of the 180-day period requirement.
