Amends Arizona's children's health insurance program (CHIP) to remove enrollment caps and allow services to all eligible children, contingent on a federal waiver request to the Centers for Medicare and Medicaid Services.

Appropriates $13.6 million from the state general fund for fiscal year 2011-2012 to provide CHIP services to eligible children.

Repeals section 36-2985 (which established enrollment limitations) and section 42-5017, removing statutory restrictions on program enrollment.

Modifies section 36-2982 to remove language stating total enrollment is limited by appropriations and enrollment caps, and eliminates provisions about a "premium sharing program."

Requires a two-thirds vote in each house of the legislature for passage, per Arizona constitutional requirements for spending bills.
