Amends Section 38-651, Arizona Revised Statutes, regarding health and accident insurance for state officers and employees and their dependents.

Modifies survivor benefits for spouses of deceased state employees by allowing surviving spouses to continue health insurance coverage for up to 36 months by paying only the out-of-pocket premium amount that an active employee would pay, rather than the full group rate.

Removes the previous prohibition on public monies being used to pay premiums for surviving spouses' continued health insurance coverage.

Maintains the existing framework for the Department of Administration to procure various health insurance plans and allows self-insurance options with contracted provider networks.
